CONSTITUTION

Structure

LOCATION - Ipswich and surrounding districts.

LEAGUES - Three leagues are available;
Sunday, minimum 5 players (max 10) per team playing ten singles frames.
Wednesday, minimum 6 players (max 12) per team playing 12 singles frames.
Thursday Triples, 3 players playing each opposing player once, totalling nine frames.

S.C.P.A. - The Ipswich Independent Pool League is affiliated to the Suffolk County Pool Association, enabling registered players within the league to represent the county via qualification from the county trials.

INTERLEAGUE - Two teams representing the Ipswich Independent Pool League currently participate in the Suffolk Interleague.

CHAMPION OF CHAMPIONS - The Ipswich Independent Pool League enters two team champions, two individual champions and two ladies champions per year to represent the league as competition winners.

COMMITTEE - The committee is currently made up of four members consisting of a Chairman and three committee members who each have specific roles running the league.

Constitution

1. The Committee - The committee will be voted for at the General Meeting, any team being able to propose a member. The committee may, from time to time wish to co-opt a person to the committee and are free to do so if they wish. There will be committee meetings each month, usually during the first week and all teams are welcome to send a representative to the meeting unless previously advised that it is for committee only. The meetings will commence at 8:30pm.
2. Rules - The official World 8 Ball Rules will apply (exc waived rules - I, K9, K10, K11, K13, L2). Copies are available from the EPA website. A copy of the rules must be displayed where players can refer to them if necessary.
3. Registration - Each team will be required to pay a registration fee to register any team per season. All players are to be registered at the start of the season. Any additional players may be signed on at any time provided they have not played for any other team within IIPL in the current season. The player's name and the team they are signing to must be put on the score sheet. Players must only register fore one team for any venue on any night, ie for the A or B team but not both. Landlords/Ladies and full-time bar staff may play for either team, but only one team per night.
4. Transfers - Should any player wish to transfer from one team to another during the season they will be required to obtain a written agreement signed by both captains which must be forwarded to the Fixtures/Results Secretary before the transfer is considered complete.
5. Score Sheets - Score sheets are to be made up and matches are to commence by 8:30pm. Each captain will fill in a sheet and then exchange with the opposing captain, 2 results sheets are to be forwarded to the Fixtures/Results Secretary. Each captain is responsible for ensuring their own team's sheet is received by th Fixtures/Results Secretary. Sheets must be written out before the match commences and players names or the order of play cannot be altered; Wednesday and Sunday matches can be played in two halves with the second set of players only needing to be written down at the end of the first half. Substitutes must be named on the sheet before the start of the match.
6. Matches - Wednesday 12 singles (min 6 max 12 players per team), Sunday 10 singles (min 5 max 10 players per team), Thursday 9 singles (3 players per team). Two points will be awarded for winning the match, one point for a draw (Sunday & Wednesday leagues only). Knock-ou matches will consist of one less frame, so would be played over 11 frames on Wednesday and 9 frames on Sunday with Thursday still 9 frames.
7. Substitutes - A team can nominate 2 reserves per night and they can be used any time. Reserves names to be on the score sheet before the start of the match. In the Sunday/Wednesday format each player may play twice per match either twice in the second half or once in each half, but not twice in the first half.
8. Age Limit - A team can use a maximum of 2 players under 18 per match. The host landlord must be informed before the match of any player under 18, it is left to his discretion as to whether or not these players are allowed into the venue or allowed to play. The league shall have no jurisdiction in relation to any resulting disagreement between venues and shall not be brought in front of a committee meeting.
9. Cancellations - If a team feel that they have to cancel a match because of extenuating circumstances this must be notified to both the Fixtures/Results Secretary and the opposing captain at least 24 hours prior to the match. Where possible more notice is preferable. The canceling team must re-arrange the match as soon as possible. Any team failing to fulfill a fixture will forfeit the relevant match by 6 frames to 0. In the case of a team not turning up for a match, the match will be awarded to the team in attendance by 6 frames to 0.
10. Late Arrivals - In the event of a team being 15 minutes late for a match, one frame may be claimed by the team present and one frame for every 10 minutes thereafter.
11. Referees & Rules - All referees are to make themselves conversant with the rules, this also applies to all players. It is the responsibility of the captains to ensure that this is the case. Home teams to referee all league games.
12. Coaching - No coaching will be allowed at any time during a singles game. Doubles partners may converse until the cue ball is struck at the beginning of a partners turn, after which no conversing may take place until the entire visit is over and that player has left the table.
13. Tables - In the unlikely event of a table being unplayable for any reason a re-match should be arranged as soon as possible and the Fixtures/Results Secretary notified immediately. If a table is deemed to be unplayable once a match has commenced this must be rectified no later than the second frame, if not the match will be abandoned and the Fixtures/Results Secretary notified immediately.
14. Disputes - If there is a dispute over the results, the table or the playing of the game, the sheets should be marked accordingly and NOT signed. The party that disputes the result shall advise the committee in writing that they wish to register a complaint. The committee will then invite a representative from each team to the next committee meeting, where the matter can be discussed and the outcome decided. If you do not agree with the score on the sheets do not sign them, as a signed score sheet forfeits any right to appeal against the result. If neither team sends in the score sheets both teams will forfeit the points.
15. Results - If the score sheets are not received by the Fixtures/Results Secretary within 7 days of the match, both teams will loose their points and aggregate scores.
16. Lighting - Teams are required to have adequate lighting over the table and preferably a canopy.
17. Playing an unregistered player - Teams will loose that particular frame(s) if a complaint is made and justified by the opposing team.
18. Bans - Should it be necessary to ban a player from the league the committee will deceide the length of the ban. Players have the right to appeal in writing and have their case reviewed at a full closed committee meeting.
19. Holidays - No league games will be arranged for bank holiday weekends or national holidays.
20. Limit - There is a limit of 4 teams to be registered per venue per match night.
21. County Players - An unlimited number of registered county players may be signed by a team and play per match.
22. League Possitions - Will be deceided on points won, frame difference, frames won, record between tied teams.
23. The committee will not accept any threat of legal action in any way, as a result of any decision made by the members of the committee. The Ipswich Independent Pool League is run as a charity and if as a result of the threat of legal action by any member or venue, the committee will convene an extraordinary meeting to wind up the league.
24. Independent to everyone - The Ipswich Independent Pool League is run by people who do not get paid for their services. It is condition preceident that any teams wishing to play in the league do so only by invitation of the committee.
25. General Meetings - This version of the constitution dated 26th October 2009 supercedes any previous version of the constitution. Any changes thereafter can only be made at a General Meeting subject to prior proposals made in writing. General Meetings will be arranged to coincide with the end of each league season and dates will be advised via the minutes of committee meetings. All teams are eligible to vote at an open meeting, but only one vote will be allowed per team.
